Bangalore S. Shivacharan

Chief Executive Officer

Bangalore is responsible for strategic growth and managing overall operations of TurningPoint with a focus on our customer delivery organization and associated technology and services. Bangalore has over 25 years of Engineering and Management experience encompassing both commercial and public sectors. Prior to starting TurningPoint, Bangalore was the co-founder and Chief Technology Officer of Wisor Telecom Corporation where he designed and built next generation Telecommunications Operational Support Systems for the competitive local exchange carrier and enterprise market. Bangalore has extensive experience in distributed object oriented, high transaction enterprise system architecture, information security framework, and Internet and wireless communication technologies. Bangalore has made significant contributions to the technology and telecommunications industry as a technologist in distributed OO computing and telecommunication network management. Prior to Wisor, Bangalore held key technology positions with Hughes Network Systems (HNS), Data General Corporation, Electronic Data Systems (EDS) and Cap Gemini. While working for EDS and CapGemini, Bangalore played key technology roles on several federal government contracts. Bangalore earned his Bachelor of Science in Electronics Engineering from University of Bangalore, India and masters in computer sciences from Stevens Institute of Technology, Hoboken NJ. Bangalore is member of IEEE and AFCEA professional organizations.

David R. Hughes

Managing Partner and Co-Founder

In 2002, Dave teamed up with Bangalore to start TurningPoint Global Solutions. Dave is responsible for managing TurningPoint’s sales and marketing organizations. During his 30-year career in progressive management positions Dave has assisted organizations in procuring software and services that increase revenue and improve operational performance. Dave began his career with Telephone Industry Consultants (TELIC) – a firm that was acquired by Computer Sciences Organization to expand its telecommunication presence. He has also served as the Regional Vice President of Sales for TCSI, a pioneer in object oriented software development methodologies and tools. In 1998 Dave co-founded Wisor Telecom, a software products and services company serving the telecommunications market. At Wisor, Dave helped deliver a core set of software product and services that assisted Verizon, BellSouth, and SBC Communications in meeting their 1996 Telecom Act 271 requirements in certifying that their back office systems met industry guidelines, thereby enabling these companies to sell long distance service outside their primary markets.
Throughout his career he has been a noted industry speaker and has received numerous industry awards for advancing software and telecommunications technologies, as well as corporate awards for exceptional performance. Dave has leveraged his expertise in telecommunications, back office operational support systems, and Networx transition to serve the Federal IT sector in the following capacities:

  • Chairperson for the Federal CIO Council's Conference on Telecommunications Expense Management Best Practices
  • Chairperson for the Networx Ordering and Billing Data Elements Working Committee

Vice Chair - Industry Advisory Council Telecom Special Interest GroupDave holds a Bachelor of Science in Electrical Engineering from Duke University.

Tsippora Rosenberg, PMP

Senior Vice President - Federal Telecommunications Services

Tsippora Rosenberg is TurningPoint's Vice President of Federal Telecommunications Services. In this role, she is responsible for Federal Telecom Engineering and Delivery organizations who serve the Federal Agencies currently using NiOS to manage their Telecommunications (Wired and Wireless) Services and Assets. She also oversees delivery of Cloud Services.

Tsippora has close to 30 years of experience in the software industry with a strong focus on commercial enterprise software for the telecommunications industry. She has led departments covering software development, product management, business development, quality assurance and help desk, for both large public companies as well as privately funded start-ups. Most recently Tsippora served as Vice President of Information Services for a Fortune 500 company serving the multi-family market. Earlier positions included ownership of software products providing testing, service management and gateway capabilities to telecommunications operating companies. Tsippora is a Project Management Institute (PMI) certified Project Management Professional (PMP), and holds a Master of Science degree in Computer Science from Polytechnic Institute of New York, and an MBA from the University of Maryland Robert H. Smith School of Business.

Lisa Poulter

Vice President - Capture and Proposal Management

Lisa is responsible for managing TurningPoint's new business processes including capture and proposal management. She has nearly 20 years of experience in federal health IT contracting and more than 30 in healthcare.

Prior to joining TurningPoint in February 2018, Lisa provided new business consulting and proposal management support to a variety of small, medium, and large companies. From 2003 to 2013 she held increasingly responsible positions at Computer Sciences Corporation, culminating in her final role managing an $80 million portfolio of healthcare business, primarily within the Department of Health and Human Services. She began her work in federal health IT contracting focused on the TRICARE Management Activity (now Defense Health Agency) at AdvanceMed, a DynCorp company, prior to its acquisition by CSC in 2003.

Lisa has a Master of Arts degree in journalism from Indiana University and a Bachelor of Science degree in nursing from the University of Evansville.

A member of the Association of Proposal Management Professionals (APMP), Lisa is certified by Project Management Institute (PMI) as a Project Management Professional (PMP) and is a licensed registered nurse in the Commonwealth of Virginia.

Sonya Hall Turner

Vice President - Contracts

Sonya manages all aspects of contract administration for TurningPoint's Commercial, and Federal and State government contracts working closely with the TurningPoint management team to ensure business-oriented solutions for contracting and legal issues. She oversees several multiple award GWAC and IDIQ-type vehicles for TurningPoint, including the NIH CIO-SP3 and GSA Schedule 70 GWACS, and several SPARC and STAR2 contracts for TurningPoint's joint venture partnership. Sonya has over 25 years of legal and contracts experience and has worked both for and with in-house corporations and at a law firm. Prior to joining TurningPoint, she provided contracts support and engaged with vendors domestically and internationally in the healthcare, retail grocery, telecommunications and broadcast communications, satellite telecommunications and software industries managing contractual revenues of approximately $50-$65M.

Sonya holds a Bachelor of Arts in English from the University of North Carolina at Greensboro; a Paralegal Certificate in Business Finance/Corporate Law for the Philadelphia Institute for Paralegal Training; and a Master of Science in Contracts Management and Procurement and Master of Business Administration both from the University of Maryland, University College.

She is a member of the National Contract Management Association (NCMA), the International Association for Contract & Commercial Management (IACCM) and a Notary Public for the State of Maryland.

Tim Gallagher

Vice President - Commercial Business

Tim is responsible for managing TurningPoint's commercial business, providing software solutions, managed services and business process outsourcing. He has nearly 20 years of experience of commercial sales in multiple verticals including telecommunications, consumer products and cable operators with a demonstrated track record of business development success and delivery excellence.

Prior to joining TurningPoint, Tim was the Vice President of Business Development and Delivery for Synchronoss Technologies for 13 years. Delivering software solutions, consulting, staff augmentation, business process outsourcing and long tern value creation. Prior to Synchronoss, Tim held various roles in high tech software companies at SAP, Parametric Technology Corporation and Computer Associates.

Tim has a Bachelor of Science degree in Business Administration from Northeastern University, attended Rutgers Graduate School of Management for Financial Essentials Program and received his Six Sigma Green Belt Certification from Villanova University.

Tanveer Khan

Vice President - State Healthcare IT

Tanveer Khan, as Vice President of State Healthcare IT is responsible for MMIS Program Delivery, including MITA compliant Solution Architecture, Cloud implementation, and MMIS Certification. Mr. Khan is currently leading the implementation of the Medicaid Data Hub platform, the nation's first implementation effort for a hub-n-spoke model geared toward Federal Data Hub Services.

Mr. Khan has over 30 years of hands-on technology leadership experience spanning diverse platforms, industries and company sizes, from startups to large established public sector agencies and Fortune 500 firms. His experience includes mainframe, client server/multi-tier, J2EE, .NET, Cloud Foundation, and web-enabled software design and development. He is an experienced Executive, delivering complex integration and migration projects.

Mr. Khan is a Solution Architect of enterprise integration platforms and has mentored teams in Agile/Waterfall systems development lifecycle (SDLC), project management lifecycle (PMLC), software quality assurance (SQA), design, architecture and deployment of large-scale commerce, portal and content management systems. He has managed enterprise level stakeholders and partner communications, architected and engineered complex large-scale multi-location MMIS and MES infrastructure and applications for several states (California, Wyoming, New Hampshire, New York, Puerto Rico and Maryland), architected and overseen cloud migrations at Hyundai and Toyota Motors N.A., and developed and augmented multi-phase MMIS platform architecture for the Xerox Government Healthcare commercial-off-the-shelf (COTS) platform.

Mr. Khan earned his Bachelor of Science degree from Macalester College and his Master in Business Administration from the University of Southern California.

Michael C. Garbus, MBA, ITIL

Vice President - Federal Healthcare IT

Michael Garbus is TurningPoint's Vice President of Federal Healthcare IT responsible for TurningPoint's Federal Healthcare IT market vertical. In his role, Michael has a blend of both delivery and business development responsibilities.

Michael brings a proven track record in both public and private sectors for over 35 years. He began his career as a Systems Engineer - graduating from the EDS Systems Engineering Development Program. Michael has impacted the success of domestic and international projects and organizations in several industries including Customer Relationship Management (CRM), Property and Casualty Insurance, Banking, Telecommunications and Healthcare.

Michael managed the healthcare capture team for a large government contractor where he was responsible for many growth initiatives. He has also led capture and delivery of multiple large complex and multi-site programs. Several of these programs involved the Software Development Life Cycle, Call Center, Business Process Outsourcing and FWA (Fraud, Waste and Abuse) within the Federal Government.

Michael has his undergraduate degree from Ithaca College and his MBA from Duke University Fuqua School of Business and has extensive professional and personal international experience.

Dorothy Fera, CPA

Director of Finance

Dorothy is responsible for managing TurningPoint's finance organization. She has over 20 years of business management experience with a focus on finance management. Dorothy has worked in large organizations that provided services to both federal government and commercial sector clients. Prior to joining TurningPoint, Dorothy was part of the management team at Parsons Consulting Group, which specialized in Telecommunications Expense management for both federal and commercial clients. Dorothy had a long career with IBM Corporation involving various management roles. Dorothy earned a Bachelor of Arts in Psychology from University of Notre Dame, a Masters of Business Administration from University of Maryland, and is a Certified Public Accountant (CPA).
